I proposed this rare RE a while back. But it seems applicable to your request:

The requirement for [Righteous Fury] to use [Shield of the Righteousness] is still there, but neither ability would generates 'bonus threat'.
(Obviously [Righteous Fury] with this RE would still keep its: [+10% Armor], [+30% STAMINA -> SP] and [-10% Damage].)
