My brother had same problem with DXVK from the launcher, whichever version they ship doesn't work with his RTX 2060, had to get the DLLs from the DXVK github. Though they didn't impact his performance in areas limited by cpu, like orgrimmar.
Try turning off Hardiware Cursor, VSync+Triple Buffering, and you canc heck on the discord, other people seem to have this problem too
Also as a mod recommended, try to temporarily turn off your addons and see if there's an improvement, addons from outside launcher can cause huge performance impact because they try to use parts of the game asc removed. Rename BOTH your WTF and Interface folders from your game directory and wow will generate new ones. If there is no improvement you can delete the new ones and rename them back.
