This kind of gear generally doesn't really exist.

There is SOME gear that is made for Retribution or Protection Paladins, but there isnt a lot.

I like you idea of healing getting stronger the closer you are to your targer, but im not sure its the best way, because, you would be a worst healer when it comes to heal the ranged (or you stay range and priorise on healing the other range). But I prefer that then nothing.
