Remove rage cost from Battle Shout and Commanding Shout

It's just so annoying to not be able to buff with these without being in combat and without Bloodrage. It's a simple QoL to remove their rage costs, if you want to give them mana or energy cost to compensate.

@Vulpinenin Didn't Blizzard eventually remove the rage cost in retail for both of those?
