Suggestion to improve Arena Event mechanic because people are abusing it!

I did a lot of Arena Events and some pople keep abusing the mechanics of it.
I'll name just two for now, Death and Ookamii.
When I am fighting them and when they are about to die they just leave arena so you don't get kill and waste your CDs and time.
After that they just keep doing the same thing. They jump back when they ready and attack you and when they are about to die they just run out again. And they repeat this process.
My suggestion is to add a winning point if your opponent leaves the arena and he should get a DEBUFF for leaving arena so he could not join the arena event anymore.
This would help people from cheating and abusing the current mechanic system.
Let me tell you my experience with cheating players named Death, Emanate and Unodosquatro on Area 52.
At 22:30 server time I came to Gurubashi arena for the event.
Only Death was there I attacked him and he ran out from the arena when he was about to die, thus me not getting 1 kill and wasting my time and CDs and he not dying.
After some time two people come to help him cheat.
Emanate and Unodosquatro.
Emanate is a healer he jumps into arena I attack him and he just keep healing himself. As I see that I can't kill him, I leave the fight.
In the meantime Undosquatro jumps in with Death after he left arena to fight beacuse I was in combat with healer.
Death wins the battle.
After 30 secs of Death's arena cooldown I attack him again and once he is about to die he leaves arena AGAIN!
After that he jumos in back with Emanate (the healer) and he lets him kills him @ 22:39 server time. HEaler didn't even have buffs nor casted any spell because they were cheating.
So Death kills his friend healer and gets the reward that they shared. (Screenshot attached: https://i.imgur.com/cdMdF2Y.jpg
This kind of things abusing and cheating shouldn't be tolerable and should be bannable.

@Eatmyswords I don't do arena (or PvP in general), but I don't see why your suggestion isn't already a thing. Players get debuffs for dumping dungeon groups, it should be the same thing for PvP.
