Righteous Vengeance not working with Shadow Power capstone

I've seen this posted twice in the bug tracker, both times closed as "working as intended".
I'm curious to know why this is perceived to be "working as intended"? Righteous Vengeance is a holy damage-over-time effect. It should activate the shadow power capstone, as per it's tooltip. -
@Kwayver Hey! This is because Righteous Vengeance is considered a proc. There are rules where "procs cannot trigger additional proc". You can read more about this in the link below.
