Caster shields?

I feel like it kinda sucks that shields are unviable in pve because offhands spellpower bonus is to strong to pass up. Is there anyway to give spellpower shields that bonus or atleast let casters transmog offhands into shields?

@Semloh While caster/healer shields would be great, your second point of allowing Transmogs to be applied to some of the horrible looking offhands would be absolutely fine.

@Semloh I don't understand why shields all have passive threat bonuses. Couldn't that bonus be changed to "increases your threat generated by 15% while in Defensive Stance or while Righteous Fury is active" so non-tanks could use shields too?
Why even have enchants like Subtle Shield Slam if the shield itself also increases your threat?

I'm going to have to disagree on this one.
You're trying to have everything. Not being able to have the best of both is good for the game, for the same reason that Bear Form should NOT do as much damage as Cat Form.
You need to choose between the defensive bonus, or the damage buff. It's as simple as that.
