Frame drops every 3-6 seconds?

So I've come back after not playing for a while and have noticed really bad frame drops that I didn't have before, I started trying to count the time in between and it goes 6 seconds, then another drop in 3, and then it goes 6 seconds again, like a weird heartbeat. And when leveling up or trying to open up certain UI (Vanity or sometimes Character Advancement) it will completely freeze for 4-9 seconds and will pop up "Not Responding"
I've tried disabling all addons, uninstalling all addons, disabling Ascension's core addons, lowering graphics value all the way down to 0 for everything. reinstalling Ascension, swapping to classic textures, clearing up my computer, running antimalware and antivirus, checking PC temperature, etc.
Nothing I did solved it or even lessened the lag, and I'm stumped on what else I could do?

@TastyGM I toggled it on and off and nothing seemed to happen
