This racial is terrible, both with the information it gives in regards to what it does; it sounds useful but in actuality it is not, as well as the actual values it gives.
Since health regeneration is based on Spirit, the racial scales with Spirit and works off of it. However much health regen your Spirit gives * 1.1 is not particularly good, even for Spirit-heavy builds.
And of course, racials aren't supposed to be super powerful because you should play the race you like and such, but I think this racial could be reworked into something more useful and more in line with troll regeneration in lore, of course lore isn't the greatest source for gameplay but I believe this case can be balanced around it.
So what I suggest/request is:

This not only makes it more useful as it scales with your health rather than Spirit, but has both a magical and physical weakness to it that can reduce it substantially thus limiting it in PvP for example.
The values are of course subject to change (such as regenerating every 2 or 3 seconds instead of every second) based on balancing but either way, a more useful and lore-appropriate rework of a thematically cool but practically useless racial.
