@Beastwithin25 yes all skills need more REs (epic) and for heal even more becose i like binding heal and this skill no have any RE (epic or legendary) 😄

this RE give your Penance -1 sec CD for every critikal heal with all shaman heals and +1% more heal for Penance per hot heal (this effect no have time to use and you use all stacks with your 1st use Penance) max stacks 100 (can have +100% heal for Penance)or
RE epic Sunlight at Noon
this RE give your Penance on your last heal/damage volley get +% from your energy to make more power (100% energy = your last heal/damage will be 2x powerfull) and any critikal heal from your Penance heal for 5% in aoe around your target(8 yards)
