upgrade ? for old items ?

Why Timewalking is in game when you no get any good items from boss or mobs ?
And i am thinking about why we can not upgrade old items to be useful in max lvl raids/dungeons and pvp ?
Me suggestions is make upgrade npc (Smith of the Gods) and this npc can upgrade any item to max item lvl (150 ?)but you need 30x Timewalking coin per +5 item lvl and this coins can get from Timewalking dungeons (1 coin per boss kill and 5 coin for finish dungeon(maybe more ?)) and raids (2x more)
and like bonus you can buy Soul of ...(warrior,priest, ...)(for 100 Timewalking coins(specific you need) or random soul for 50 Timewalking coin) and this soul can be use for any weapon/trinket/shield/off-hand and this give you bonus stats/effect (soul can be sold in AH)And why i suggest this ? Becose i think right now with me suggestion can be more fun becose old weapons and armors have more potential for play and for fun

trinkets get +1,5 all stats know per upgrade (spell power, AP, ...) and chance effect get this upgrade too (when item have chance you get +25 all stats = +1,5 per upgrade chance will be same)

Rings(finger) get +1,5 all know stats per upgrade (spell power, AP, ...) and chance effect get this upgrade too

Relic no get bonus stats but unlock new gem slot per 3x upgrade

- Warrior - when you parry damage you get +3% str for 10 sec(max posible +12% str)
- Berserker - -5% stamina but when you have 50% hp or less you make +10% more damage
- Defender - +2% block chance and +10 stamina
- Druid - +10 all stats and +5 more for your main stat you use
- Tree - any nature heal have chance(20%) heal 2nd time for 50%
- Moon - you have chance (15%) your next spell can be cast when you move
- Marksman - any your critical have chance (10%) make mark on target for 15 sec (for 15 sec this enemy with mark take +5% damage from you)
- Tamer - +10% more damage for your pet/summon (+5% in pvp)
- Survivalist - any trap can be activate 1 more time but with 4 sec CD (refresh time for this trap Too)
- Arcane - +5% for missile barrage talent and +1% haste
- Fire - +5% damage for your ignite talent and your empowered fire talent get +1% more mana
- Ice - your frostbite and fingers of frost get +3% chance
- Holy - any holy heal have chance(20%) heal 2nd time for 50% (max posible 80% chance)
- Protector - 5% all damage taken by party/raid members within 40 yards is redirectet to you
- Aggressor - -15% stamina but all your CD skills get -30% CD (only damage skills like crusader strike, explosive shot and more (12 sec CD or less skills ))(max posible -45% stamina but -90% CD with 2x weapon -60% stamina and -100% CD)
- Discipline - any our absorb effect get +10% your heal power like bonus for absorb effect and weakened soul -2 sec time
- Priest - you get +2% more for your talents Inspiration and Holy Consentration(spirit)
- Shadow - your Vampiric touch now can hit 1 more target (max 5 targets)
- Assassin - all your DoT poisons can now stack 1 more times
- professional - -3 energy use on skills and +2% melee haste but -1% parry and dodge
- Sneaky - all your damage get +5% bonus when you are behind target
- Elements - when you use 1 spell and you next spell will be other elemen this 2nd skill get +3% bonus damage from 1st element (when you use frostbolt and then fireball then you fireball hit for 3% frost damage like bonus(this frost can activate all like frostbolt skill can))
- Improvements - all your weapon enchants (flametongue weapon, blacksmith poison ...) get +10% more all effect (damage)
- Treatment - Earthliving weapon Hot now have 25% chance for revitalize(talent) effect (100% chance when you use all 4)
- Corruption - all your DoT have chance (10%) to spread on all targets in 7 yards
- Demon - your Metamorphosis get +15 sec (max 1 min)
- Destruction - all your skills get +0,5% damage per miss 2% max hp (max posiple is 2% miss hp = +2% damage)
- Bear - +20 stamina
- Cat - +20 agility
- Owl - +20 inttelect
- Stag - +20 spirit
- Gorilla - +20 Strength
- newt - +5% more heal on you (this stack with other same effects)
- earth = +5% armor from items

- Ironfoe (full upgrade) (mace 178 - 348 damange, item lvl 150, Chance on hit: Grants 2 extra attacks on your next swing.(= 18x upgrade)+ soul effect Berserker)(you need lvl 70 for use this weapon)

Crushing Press
It is almost same like Bloodforged but this will make your Unique items not Unique but when you make this item will be not Unique and give you now -1% Strength, Agility, Intellect, Spirit and Stamina
And Bloodforged items can be Crushing Press too
This give you can use Ironfoe + Crushing Press Ironfoe (same with Bloodforged) (or C.P. Ironfoe) -
