Spell Shredder Rework

The Legendary RE Spell Shredder feels very clunky to play and the build up is way too long and the pay-off is not worth it. My suggestion is to make it so that whenver you cast Overpower, it will make Frostbolt, Fireball or Lightning bolt instant and whenver you cast one of those spells, it will grant you a Spell Shredder.
