Portals missing

So I seem to have a lot of missing portals in the game for some reason. Mainly the ones that are supposed to be at the ends of docks where boats are supposed to be. I tried deleting my cache and turning off all of my addons (though I have no idea how that would help) and no go. Is there something I'm missing here?

@univenon there aren't portals on all docks (in my opinion there shouldn't be any portals on any docks but oh well). Just wait for the boat/zeppelin like everyone else.
