Change the way "Mystic Scroll: Unlock Epic" and "Legendary" work

I used to wonder why people would sell the scrolls from their Nozdormu dailies for so cheap in the AH instead of using it themselves - it's a free RE that you don't have to spend an extract on, right? WRONG!
Turns out, using such a scrolls sneakily levels your mystic enchanting altar by one level - and it doesn't even give you one level worth of experience, it just tops off your current one, so if you were close to leveling up, congrats, you wasted most of an extract for that scroll.
And even if that isn't the case, the future extracts will be THAT much harder to get after using these scrolls for an extended period of time. I was wondering how my altar got so quickly to level 150 without me reforging much. Well that's how. And it's not documented ANYWHERE that this is how these scrolls work. So currently, they are absolutely NOT worth it unless you stockpile like 1000 extracts and then start using them - but you can't stockpile the scrolls either, because the damn things don't stack!I have 2 proposals to make them more useful:
- Just make them not give an altar level. Extracts are scarce enough as it is, let us get some free RE's without spending our precious extracts.
and/OR
- Make the scrolls unable to give you RE's you already have. That's a really stupid design decision in my opinion, because it punishes completionists - the more RE's you have unlocked, the less chance you'll get something new. Completing all epic and legendary RE's is a daunting enough task as it is - you don't need to make it any harder. This will also make it more rewarding to do, because if you have everything else, when new RE's get released you can just pop some scrolls and get them easily, which I think it a nice reward for all that work.
