Frozen Chaos enchant change suggestion

so i had this idea of a few buffs and changes for the legendary Frozen Chaos enchant:

1. Maybe buff the damage increase and the spell power scaling to 30%.
2. the splintered chaos part of it, i think could be made much better, because 2 extra spells to cast just to hit 1 more target with chaos bolt i think is too much, cuz in most cases it's better to just use a general aoe spell, so my idea was either when you cast Hellfire or flamestrike you have maybe a 20 or 25% chance to get a stack of splintered chaos that stacks up to two times, and makes chaos bolt hit 4 additional targets, or deal area damage ontop of the single target damage equal to 40-50% of the damage dealt.

these changes i think would make it much, much more viable and give it a really solid built in aoe so it feels like what in my interpretaion was the intented way it should have been. And it might make it slowly progress into being played more, because i really don't see a lot of people playing it.

ps. do comment any thoughts on this as i'm curious what others think of it, and any potential changes.
