Create a new NPC Sacrificial Blacksmith where we could convert set bonuses on items

example: I give the npc a complete set of Might (T1) (can be any quality) and choose (8) Set: Increases the armor value from your equipped Shield by 30% and your chance to block by 10%. and I will then put this set bonus in the set of Wrath (T2) where with this 8 set bonus I will replace (5) Set: Reduces the cooldown of your Riposte and Ghostly Strike by 1.5 sec. but in order for the new set bonus to still work, I have to have an 8/8 set of Wrath (you can't have the same bonus twice, and set bonuses that only have 5/5 work as 8/8 if there is such a bonus in them) (would it be possible replace all set bonuses with others)

Or it would probably be better to do the same, but the set bonuses would be in the form of a gem that could be inserted into a t-shirt or tabart that would have 4 slots and that would mean that in this way it would be possible to get up to 8x bonuses from sets. And to make it more challenging, the slots could be unlocked with some quests.If it was in Tabart or a T-shirt, it wouldn't need any set, but it would work as a gem (passive after insertion)
