Legendary RE: Absolute Zero
Your Frost bolt & Frost Brand Weapon attacks no longer slow enemies but instead adds a stack of Absolute Zero to the target. Absolute Zero increases the damage & Reduces the Slow effect of your next Frost Shock by 25% Stacking 4 times. Your Frost Shock that consumes 4 stacks of Absolute Zero triggers your Fingers of Frost & finishes the cooldown of Deep Freeze. Additionally Blizzard becomes Polar Vortex.

Polar Vortex: 10yd Diameter, 2 second cast, last 12 seconds. You create a freezing storm at the target location. All targets in the Storm take 10% more Damage from & have 5% increased chance to be Crit by attacks that deal Frost Damage. your Polar vortex will deal your blizzards damage over the 12 second duration. ( Total damage delt will not exceed Blizzards damage)
Damage bonus of Absolute Zero reduced to 15% per stack Vs Players.
Only main hand Frost Brand Weapon procs may trigger Absolute Zero.

This RE is designed to be more interactive than current frost builds that come down to 111111211111.
In PVE this creates a rotation that builds up to a Deep Freeze rather than waiting on a CD and random Proc to line up. The simple rotation is designed to create a strong core to play off while leaving freedom to customize for the users play style.

Including FBW also allows for a Melee build giving this RE more flexibility than just a pure caster. Theory crafters have fun

In PVP this creates an interesting strategic choice, do you build up to 4 stacks for burst damage & that Deep Freeze hoping you don't get frost locked, or do you dump partial stacks to keep some of the slow on Frost shock? Seeing as players are not immune to freezing Deep freeze will never gets its burst damage but will keeps its ability to freeze for 2 seconds. This means you now also have to chose if a slow or 2 sec stun is more useful in the moment as you need 4 stacks of Absolute Zero to get a free reset of Deep freeze. This dynamic of choice creates for more fun game play than being a back line Frost Bolt turret.
