Is healing nerfed?

Hey guys,
I'm a healer by trade and I love nothing more than playing a support role in BG's. But the healing just feels so weak! Like there's not much point staying as a healer.
Is this a blanket nerf? My healing seems to be working at a percentage to what the spell states it's capable of.
Is there anyway to overcome this?

While leveling, healing feels strong. I'm guessing because nobody puts talents into applying [Mortal Wound] effects.But I'm not a PvPer, so I don't know what end game BG healing is like. My gut instinct is that 'pure healing' isn't going to fly. Playing a [CCer with support heals] seems more sensible because of those aforementioned [Mortal Wound] effects. Every dps will pick those up.
Try the LRE - Dominant Word: Shield, because shields are not affected by the reduced healing from [Mortal Wounds]. And then pick abilities that lock people down and creates distance between the enemy and your allies.
Your play style will be more 'proactive' than 'reactive'. It'll be about disrupting the enemy's flow and deny the burst combos. Problem is that successfully doing that is super fucking hard!!! You'll need to understand and learn how to exploit the weakness of EVERY OP Dps LRE out there.

What i know heal in BG is -50% effect (maybe more or less) becose balance
