Is same faction griefing bannable?

Was starting a new prestige run and there was a player named Orcgrimmar who was just spamming arcane nova to tag Sarkoth for the quest in the starting zone. When multiple people asked why, and someone suggested reporting him/her the response was "u cant lol". I believe this bannable, after re-reading the server rules, but I am not sure where to report the player. Seems very toxic and I would consider this same faction grieving.
