High End Pc / Low FPS

Just bought myself a new PC with newest Intel @13th gen processor and RTX 3070. Been messing with power options and overclocking etc but can’t manage to make my CPU utilize more than 2% of it, GPU is staying around 10-15% and I am having about 30-40 FPS in Stormwind. I have checked that all cores are available and tried disabling addons and removing tasks. Nothing seems to work and I notice that my Pc can handle other games perfectly fine in 4k Ultra settings, but when I boot up Ascension on a 1080p monitor and surround myself in Stormwind or any other populated area, the Fps drops by a ton.
I know Wow is an old game n all, but my CPU isn’t even using more than 2%! That can’t be legit. Just wanted to see if anyone else is having this issue

This is normal on ascension.
Org is much the same, you have to remember that this is a 15 year old game, way before games were multicore optimized.
It's not your PC, it's the old client.
