Dungeon Scaling, man - how does it work?

Sometimes when I enter a dungeon, the enemies are scaled up to my level. Other times, they aren't. I haven't been able to determine a pattern yet as to when this happens; last time I did SM Library the starting enemies were about 4 levels below me, and I was able to slip past a lot of them, fight the ones that weren't avoidable, and solo the end boss.
But the past couple days they've been exactly my level, and aggro from a much longer range, making solo forays unfeasible.Right now, RFK (gray for me on the map) is scaled, but Deadmines and Stocks are not. SM is, Gnomeregon is, but Uldamon is not. Razorfen Downs is. It doesn't seem to depend on level bracket, continent, or dominant faction of the zone the dungeon is in.
Does anyone know the details of how/when this scaling applies? I don't see any events in the calendar, or the call board, or any of the call-board-adjacent NPCs (I thought Chromie or someone used to tell you what special events were going on?)

I think the intended version is that they always scale with you. But things get a little wonky when you're not in a group is my guess. I have ran Stockades like 4 times back to back changing nothing, and suddenly it scales the mobs up on the 5th attempt with no rhyme or reason. I feel your pain on this and hope they implement a fix of sorts, or come out with the Heroic mode thats been in the works for a long while now of even old school dungeons.
