rework: Soul Siphon (EPIC-->Legendary)

• vampiric touch now counts for all shadow damage but dosent heal the caster

• Haunt now heals the lowest 5 party or raid members increased by drain soul damage to the target

• surge of ligth (2/2) can now trigger from drain soul criticals (Pandemic 3/3) and make Flash Heal castable during channeling

• consuming surge of ligth reduces the remaining cooldown of Divine Hymn by 10 seconds
