Pls Reopen mystic enchants to new sub-60s

Newly created characters cannot access mystic enchants until 60. It's really taken the wind out of my new Ironman character's sails and I don't see the point. It's enough of a turn off for me to quit, can we get a reversal or at least an explanation??
