Not a fan of leveling mobs

As the title says. I notice that at least in Malgannis that the mobs level up with you even in lower level zones. This is a terrible idea and there is no need for this. WHY would you do this??? There is more than enough exp in the game to get you to max level. There are times when I WANT to traverse a lower lvl zone and not worry about having to dodge and juke aggro
