Thrill of the Hunt Weakaura

Hi, i need help with this talent from survival hunter. I have one aura for Arcane Shot with 2 conditions: 1º If is in cooldown, desaturate, 2º If is not in cooldown, glow.
The problem is for Thrill of the Hunt second effect, the crits have a chance of refund 1 sec of arcane shot.
When that effect is activated, the desaturate aura, recover his normal color but still in cd. My condition specific: when is in cd, desaturate so, why this still happening?
Can anyone help me with this please?
I want my Arcane Shot aura Still desaturate while is in cd despite the second effect of Thrill of the Hunt is triggered
