Lieutenant Commander's Dreadweave Mantle

Hey everyone
Been trying to figure out where to get this specific item because it's a perfect match for my blood elf transmog. So far I seem to come up empty on its whereabouts.
It's the lvl 60 pvp gear at the specified rank, but from what I gather Area 52 doesn't work that way. They aren't on any of the honor vendors neither in Stormwind or in Shattrath.
Someone seemed to tell me they drop from battleground caches but I have yet to pull anything Lt.Com. related from them. Any suggestions on where I might find this elusive transmog piece?
