is Fel Strike mystic enchant bugged?

Hello I just activated this legendary mystic enchant called "Fel Strike" but it doesn't working for me as I was expecting.
In the description it is saying:
Fel Skies
Your direct damaging and healing abilities have a chance to give you a stack of Fel Skies. Stacks up to 5 times, lasts for 12 seconds. Stacks are removed upon leaving combat.And I'm using Immolate/Fireball/Fire Blast but none of them giving this Fel Skies stacks.
What I'm missing here?

Ok my bad, it is saying "have a chance to..." so it's not 100%
But I can say I rarely get proc from this enchant, very very rarely.
