Darkmaster Enchant

Did the Darkmaster Enchant get removed? I have gone through all the builds that say they have the enchant and activated them. But you don't get the darkmaster enchant. I have also looked up where it drops in the world. The quest giver( apothecary Dithers) that starts the questline doesn't offer a quest to get key for Schoolomance. Any knowledge on this would be greatly appriciated so i can quit chasing a ghost if its not possible.
