It could easily be better all around.

There is a main resource you gain from playing the game. Marks of Ascension. You get them from virtually EVERY piece of content. They are vital to allowing you to make the build you want. Now they've added RNG talents which, for the record, is kind of fun.
But here's the thing, you have me earn this resource (this only resource I can use for scrolls) while playing but then despite, "no caps or limits to your progression" (no caps means no caps. Words have meaning for a reason) as the autobroadcast says, you cap out how I can use that currency you have me earn. I think everyone knows at this point that lockouts, despite what we say, are just a good way to force artificial longevity in your game. It's RNG. By nature, I might have to roll 10 billion times. But you cap it. It's random. I might need to roll a thousand times before I'm happy. But you cap it. So now what? The core of the game is my build.
I still haven't and probably never will push much endgame content. Too busy trying to roll and or getting screwed by RNG. It's just seriously crazy to me to increase the amount of time one might have to roll by adding talents, and then capping how much they can roll.
Again, I can't stress enough. Theoretically you can roll infinitely -1 and still not have the build you want. Let alone ever work on or try other builds. So why cap something that can be nearly infinite to complete?
