Tried a search for any discussions on Monk's Tithe, but nothing. The tooltip says it will work in Sen'Jin, but when I am in the village it says I cannot use/pay it here for the group effect. I tried a couple locations in Sen'Jin, including the buildings and next to the witch doctor.

Is Tithe even working? What does it actually provide? Where do you have to be to enable it?
