Prestige Question

Okay so to start off I have prestiged 5 times now and with getting the gear tokens I keep getting the Tier 2 head piece, 4/5 to be exact, I was wondering if there is drop rate chance for the pieces or something like that and was wondering if there is anything else I can do with these, maybe refund them for a lower tier or exchange them for another gear piece token? I am also solely playing as a healer build so getting other head pieces is pretty pointless.
