Simple upside, bit of a interesting downside, and give the ability for swapping in and out of form to retain the buff.
Epic RE slot to add more versatility to the build designs especially with most of the defining concepts for Bear already being Legendary, pushing this for a legendary slot would heavily gimp Bear Form possibility for design and function.
Inspiration for the name and style design comes from the concept of Black Bears huffing when they feel scared and run away.
