Epic RE: Electrolysis

This enchant is supposed to be complementary to the Hydromancer Legendary RE.
Electrolysis (Epic Enchant)
Dealing damage to doused targets with Lightning Bolt will grant stacks of "Hydrogen Vapor" (up to 5). Dealing damage to a doused target with Chain Lightning has a 20% chance per stack to detonate the fumes, triggering a violent explosion, dealing increased Stormfrost damage per stack consumed to the target, and (50%?) reduced damage to all other targets in a X(range) radius.
(Not sure on the numbers for reduced AoE damage and range. For the visuals, a Living Bomb explosion with a slightly different color scheme would fit well imo)
