Enrgy Bolt Scaling Confusion.

So it's a bit unclear to me as most people just told me it scales with whichever is dominant but when I did testing it seemed to scale multiplicity with both and then I ran out of gold to continue testing.

So will it scale only with one that increased the most damage like if I put everything into increase fire damage and fire crit then that's what it scales with? if so then how come every time I put a point into concussion which increases damage of lightning bolt the damage went up also, or does this somehow over ride all the points i put into fire? does the damage scale off one and can I scale crit off another? or do I have to putt all my points into one type of damage?

Also being that it's energy based does it count as a rogue ability to where Lethality can increase the crit damage? Thanks in advanced for any help.

Edit: also want to know if it scales with ANY talent that increases any fire ability ex. increase fireball damage would that increase the damage of energy bolt or is it only increased with Lightning bolt modifiers.
