Lockpicking skill?

I just rerolled lockpicking with a level 70 hand of fate, and to my surprise, it started at level 1. If this is a bug, is there some way to make it recheck and bring it up to the proper level? If not, what's an efficient way to level it up? I do not have stealth or pickpocket. Someone in game chat suggested relogging, and it failed.
edit: I got my lockpicking up to 52, and it suddenly started working on the khorium lockboxes I had. They leveled it up to 58.

@RabidSpider I never levelled them, they work on all Boxes as far as my experience with it goes.
Maybe they scale with your level.
