Chained Penance
Your Penance is transformed into 'Chained Penance'. Launching a Volley of Holy Light at the target healing them and then jumping to heal additional nearby targets. If cast on a nearby party member, the volley will only jump to other party members. Each jump reduces the effectiveness of the heal by 40%. Healing up to 3 total targets.
If the first target of your Chained Penance has Riptide, or Power Word Shield applied to them. These buffs will then spread to the subsequent targets with their remaining duration.
Riptide Affects Chained Penance the same way it affects chain heal, but Riptide is not consumed when Chained Penance hits your riptide target. When Chained Penance hits a target, or subsequent target affected by your riptide it's CD is reduced by 1s. Additionally other Random Enchants, and Talents that directly affect Chain Heal affect Chained Penance as well.
If 2 bolts of your Chained Penance Volley hits a target that is affected by your Power Word: Shield, the shield explodes in a Holy Nova at the targets location if you know the spell. These explosions can also happen on subsequent targets that Chained Penance bounces to. When a Power Word: Shield explodes this way, the shield is considered 'Absorbed' for the sake of spells and affects and the remaining CD of Weakened Soul from Power Word: Shield is cut in half.

My Idea for the RE is to primarily be Aesthetically satisfying because I think a Penance bouncing from target to target cuasing Holy Novas would look awsome.
The primary AoE of this build would come from the subsequent bounces, and applying Power Word: Shield to your primary target to cause a series of Holy Nova Explosions on Subsequent targets. Which you should only theoretically be able to do every 7 seconds or so.
This build would be more caterted towards Dungeons as it would be reliable on a smaller number of people. The more targets for Chained Penance to bounce to the less AoE healing it would theoretically do.
Thanks to the built in mechanics of Weakened Soul you cannot get multiple Holy Nova explosions on 1 target from 1 cast of Chained Penance.
The Maximum potential for the CD reduction from Riptide on Penance is 9 seconds which is Identical to Holy Spirits CD reduction/timing with casts of Holy Light.
Interesting Random Enchant Synergy includes, but is not limited to Transcendental Embrace, Reaching Recovery, Healing Shields, and Copius Power.
The Tidal Waves Talent combined with Healing Wave and the RE Soul restoration could also be useful.
I'm sure there are more combinations i'm not thinking of, and this RE Might need some supplement REs to help it out a bit? But I think this could be really satisfying to play.
