If you play S9 with the intent of going for a specific build, then yes, it's horrible. But I don't think it was designed for that. You don't even have the build tab for example.
I personally managed to remove all frustration and enjoy this system by not expecting specific abilities and going with the flow of whatever was drawn. Like, not telling me "I need Incinerate for this build to work", more like "what do I have now that is crap which can be re-rolled" and be surprised by fitting abilities/talents.
You'll have noticed, talents are much stronger.
The RNG even trivially fixes balancing specific builds, because if one wants to go for an overpowered build it will be impractical to get all the cards for the various abilities/talents you might need, because RNG. And it's not really fun, and even if one was particularly broken that people would spend days to go for it, it would probably be adjusted by the devs and chasing it would have been a waste of time.
I consider getting better abilities/talents part of the endgame progression, and I do like that.
