Suggestion for Hasty Uncommon RE's

So, while I was creating the LRE "Devouring Quiver" seen in the suggestions below, I wanted to reduce the cooldown of Black Arrow. So, I noticed the Rare RE called "Resourcefulness", which does the same as the talent itself but in a smaller scale. On the other hand, there is an Uncommon RE called "Hasty Black Arrow", which gives the exact same cooldown reduction as the Resourcefulness RE. So my question is: given that we can pick as many Rare RE's as we want instead of Uncommon RE's (until the limit is reached ofc), what is the advantage of picking RE's such as "Hasty Black Arrow" when RE's such as "Resourcefulness" exist?
I think that some Hasty Uncommon RE's should have a bigger cooldown reduction. I'm sure this is not the only example of useless RE's that can be found. In this case, changing the cooldown reduction of "Hasty Black Arrow" from 2 seconds to 3 or 4 seconds would give players a reason to pick this RE.

I believe it's because you're limited to 3 of each, so using a total of 6 (3 of each) you can get a pretty big cooldown reduction. If you really want to lean into one or two "cornerstone" spells that have cooldowns this lets you triple dip (talents, rares, uncommon's). You can get rapid fire down to like... 36 seconds I believe if you use all of those options (from 3 minutes!).

@Zentrix for me "hasty" REs are good no too usefull but good but "Quick" REs are ridicule -1% cast time when you take skill like resurrection (10 sec cast time) -1% give you 9,9 sec cast time when you use 3x you get 9,7 sec cast time when you no have any haste but when you have like 50% haste = (5 sec cast time) -3%(3x RE) = 5 - 0,15 = 4,85 sec cast time for use 3 RE slots
only good "Quick" RE i know is entangling roots (-10%) and conjure food and water (-15%)(but who use conjure in fight)
when all "Quick" REs have -15% or -10% i think will be more nice use in some builds
leser healing wave can be like 0,6 sec cast time min+- when you use -3% cast = 0,582 cast time but with -10% per RE can get 0,42 sec cast time and i think it is better (this fast heal drain mana like fool in Tree of Wrath)

@WiliemDemon Agreed, the "quick" REs are completely useless. A 1% faster cast rate is nothing. Bump that up to 10% so we can stack for a 30% faster cast rate and it would be decent.
